Phoenix represents an interesting pattern of new development. It is growing as fast as Atlanta, but the density of new development is much greater. It may be characterized as a "high density" sprawler. In general, Western metropolitan areas are growing as fast as Southern metro areas, but their level of sprawl is decreasing even as they grow because of this higher density.
