Referee reports on revisions
With revised manuscripts, the referee should look at three documents as well as the manuscript.
(1) The "Response to Referee Comments" --prepared by the author(s) -- that is included at the back of the manuscript.
(2) The referee's letter to the editor and referee report on the prior manuscript.
(3) The editor's prior letter to the author.
The manuscript as well as items (2) and (3) are available via the EES system (http://www205.ees.elsevier.com/monec/). After you logon to the system a as a referee, you will see a menu that shows you
New Reviewer Invitations including the invitation that you were just sent
Pending Assignments -- reports that you have agreed to produce but have not yet sent in to the Journal.
Completed Assignments -- reports that you have produced previously for the Journal.
Click on New Reviewer Invitations, you will see be a page that gives you information on the manuscript including five key fields highlighted in blue as below:
View Submission : you can view or download a pdf version of the manuscript, to aid you in deciding whether to review it now and for preparing a review later. Please do not transmit these pdfs to other people as they are confidential documents given to the journal and to you as part of the review process. However, many are separately available via various working paper series.
Accept to Review and Decline to Review: Continuity and timeliness in referee reports on revised manuscript is very important. Thus, we trust that you will prepare a referee report within 4 weeks. However, we recognize that there are exceptional circumstances in which it is not possible to review a revised manuscript. If this is the case, please let us know quickly. It is particularly important that you advise us on other other individuals that might provide a good review for the manuscript.
View Reviewer Comments: you can see the letter that you wrote to the editor and your prior report by clicking on this field (item 2 above).
View Decision Letter: you can see the letter that the author received from the editor and your prior report by clicking on this field (item 3 above).
Writing the Referee Report
In addition to following the general guidelines, please provide the following information either in the referee report or in your letter to the editor:
(1) An appraisal of the extent to which the authors responded to your comments on the previous manuscript;
(2) An appraisal of the extent to which the authors responded to the editor's recommendations on the previous manuscript;
