ARTICLE I: NAME
The name of this organization shall be Boston University Chinese Students and Scholars Association and will be hereafter acronymized as and referred to as BUCSSA.
ARTICLE II: PURPOSE
- To promote communication, understanding, friendship, and academic and cultural exchange among the members.
- To promote communication, understanding, friendship, and academic and cultural exchange between CSSA members and other members in the BU community.
- To provide help and services to the members, especially those who are new to BU.
ARTICLE III: MEMBERSHIP
SECTION 1: Membership of BUCSSA is equally available with no additional requirement to any BU Chinese students/scholars and his/her Spouse, Such a person could obtain a membership of BUCSSA by joining any event organized by BUCSSA. The membership will be void once either the person or the BUCSSA executive committee denies it.
SECTION 2: Membership shall be available to other member of BU community if such a person attends BUCSSA activities and applies for his/her membership. There will not be any discrimination because of race, religion, political views, nationality, sex, handicap, etc., according to the Boston University Discrimination policies.
SECTION 3: All members have the right to vote on any issues pertaining to BUCSSA.
ARTICLE IV: OFFICERS AND THEIR RESPONSIBILITY
SECTION 1: BUCSSA executive committee BUCSSA core executive committee consists of four officers: the President, the Vice President, the Secretary, the Treasurer. A number of additional members will be assigned to form a complete executive committee. All members of the executive committee shall be valid members of BUCSSA.
SECTION 2: The President It is the responsibility of the president to call, preside over, and adjourn all meetings of BUCSSA. Based on opinions of members and his/her judgment, the President will appoint all of the other members of the executive committee. The president will have the authority to order special meeting whenever he/she deems necessary. The responsibility of President also includes a variety of other duties required by the organization.
SECTION 3: The Vice President The Vice President will be an associate to the President in all activities and will assume the duties and responsibilities of the President if the President is absent due to resignation, illness etc.
SECTION 4: The Treasurer The Treasurer shall be responsible for keeping all financial records of BUCSSA and reporting the financial status of BUCSSA to the executive committee.
SECTION 5: The Secretary The Secretary is responsible for maintaining correspondence between appropriate parties and other general assistances to the President.
ARTICLE V: ELECTION, VOTING, AND APPOINTMENT
SECTION 1: The President shall be elected in the general election meeting, through e-mails or any other way which could bring as many BUCSSA members as possible.
SECTION 2: The general election shall be held at the end of each school year and take form of either a general meeting, through e-mails or any other way which could bring as many BUCSSA members as possible.
SECTION 3: The President of the year shall preside over the general election of the President of the next year.
SECTION 4: The elected President shall be decided by the majority rule.
SECTION 5: In case that there is only one qualified candidate, the previous executive committee shall review the background of the candidate and interview the candidate to decide whether to call for an election. If the election is called for, the candidate shall obtain no less than 20 votes of YES more than votes of NO.
SECTION 6: The tenure of the President shall not exceed one year.
SECTION 7: All of the other committee members shall be appointed by the President.
SECTION 8: An appointed officer may resign at the President's approval. The resignation must be submitted at least 10 day in advance. The President reserves the right to remove an appointed officer from his/her position. The President shall be responsible for filling the vacancy within one month.
SECTION 9: An elected president may resign at his/her will. The resignation must be submitted at least 10 days in advance. The President shall be responsible for holding a special electoral meeting to elect a replacement for the Position. In the case of impeachment of the President, a proposal by no less than 20 BUCSSA members which includes no less than 4 members of executive committee of the year shall be submitted to the executive committee in written form with the signatures of the valid proposes. The executive committee shall review the proposal. If the proposal of impeachment is accepted, the executive committee should, within two weeks, call for a general meeting to vote. The proposed impeachment shall be passed or rejected by the majority rule in the meeting. If it is decided to remove the President, a special electoral meeting shall be called within two weeks to elect a replacement for the President.
ARTICLE VI: AMENDMENTS
The executive committee shall have the sole authority to interpret the constitution of BUCSSA. Any amendment to the constitution shall be proposed by the executive committee to BU CASS members. The president shall be responsible for calling a general voting for the proposal of the amendment(s). The authorization or the rejection of the amendment(s) shall be determined by the majority rule. All amendments after being successfully voted on must be forwarded for approval to the Director of the Student Activities Office.
